94 ranger a4ld shifting issues

have 94 ranger 4X4 a4ld transmission. problem is that it shifts only when you let off gas and the rpm drops below 2000 rpm. Being from old school I thought it was vacuum mod so changed that and no change in shifting. fluid is red and not burnt smell to it. tranny does not slip so any suggestions ?
