94 ford a4ld wont shift

Hi, I have a 94 ford ranger 4.0 engine, a4ld transmission 4x4. Problem is the trans wont shift from 1-2 without letting go of the pedal. vacuum modulator was replaced no differences made. If I let go just a hair it will shift no problem on the freeway. But on hills will stay in the lowest gear unless I ascend a hill over 35 mph. then will shift under load. I am about to pull the transmission out and rebuild it in my class but really would appreciate some advice. Before pull it what am I looking for for a rebuild kit? I mean what should I buy before I open it up? I havent seen any metal in the filter..problem started after truck developed vacuum leak and we just capped it off with a cap, not knowing went to vacuum modulator. Been like this for 6 months no changes. just getting annoying..please offer any advice you may have. Thank you
