I have a clean 94 explorer sport that developed an issue from sitting.I got in it last year to basically warm it up as I dont use it that often since its a backup vehicle and dont like to let them sit very long without running them.I got in it and it would turn over but not fire.I popped the hood and checked all the fuses and got back in and it fired so I ran it down the road and warmed it up and then parked it.Now its doing it again only this time it will not fire.I have checked all the fuses and switched out the fuel pump relay, bypassed the inertia switch and it still will not fire and the fuel pump itself is new.I checked the pigtail to the fuel pump and there is no power going to it.I also checked the coil pack and it is not throwing a spark for some reason so whatever it is controls both the spark and fuel pump.I did swap out the crank position sensor and the electronic control on the core support with no luck and it I also checked for codes from the computer and got nothing.Everything still works as far as the power windows, locks, wipers, radio and im pretty sure no varmits chewed any wiring so I am at a loss on where to look now?

If you jump the fuel pump relay and send power directlyfrom the battery to the pump, does the pump turn on?

Fuel pump relay is pulled in by the ecm. I would check for voltage
on the control side of the fuel pump relay when you turn the key to run.

Be sure and check the inertia switch. They can go bad and cause the issues your talking about. I know on my 94, when the fuel pump went, it wouldnt fire at all. I would do a fuel pressure test and see what it says before throwing anything more at it.

edit* sorry I reread and see that you have by passed the inertia switch. I would go back to the pump itself. mine would run at times and other times have a no fire issue when the pump went

EEC(PCM) relay sends power to Coil Pack, EDIS module, fuel injectors and Fuel pump Relay(not fuel pump)
EEC relay is next to fuel pump relay

EEC relay passes power from a 30 amp fuse in engine fuse box, fuse #4

EEC Relay should "click" closed when you turn on the key
It also powers the Computer(EEC,PCM) so check engine light(CEL) will come on if EEC relay is closing and EEC fuse is good

If you spray gasoline or Quick Start(ether) into the intake and engine doesn't fire then yes, you have no spark
If engine starts and dies then you have no fuel
50/50 test, fast and easy
