'94 2.3l mis-fire/timing problem?

High miles but had been running fine until last weekend.

Running rough under load, timing seems off, replaced O2, TPS, Idle intake valve, ICM, swapped PCM, crank sensor a few months ago, new coils.

I have checked the timing with the SPOUT disconnected and get about 10 degrees at idle, with spout connected at idle it drops down to about 0, but up to about 20 reving the engine. seems to jump around a bit.

Is the 0 degree of advance at idle a bad crank sensor? Is the any way to test the crank sensor with a volt meter?

I already know it's a pain in the *** to replace it.
 
and of course, air filter, fuel filter, plugs and wires.
 
belt replaced, still about the same.

forgot to mention, runs fairly well over 3000 rpm. don't think it's a stuck valve or collapsed lifter since it smooths out at higher rpm and there isn't any lifter chatter at idle. Idles down from higher speeds smoothly.

It does kind of chatter when taking off from a stop and lacks power. at idle TPS is set to 0.98 volts.
