93 ranger 4.0 fuel problem

Ok so I bought this ranger from a tweaker that cut the fuel line from the tank to the fuel filter. I repaired that line and now can get the engine to run. So I tested fuel pressure at the rail and it's piss poor about 10 lbs now that's one problem. The other problem is it will not hold pressure at all. Once the pump goes off pressure is at 0lbs at the rail. So questions I have year 93 are there two pumps or just the one in the tank. I didn't see a high pressure one on the frame like the older ones have so around this year did they just have the high pressure one I'm the tank? Just wondering cause I can't keep pressure at the rail. Also the FPR is good.
 
Only has that one high pressure pump, in the tank.
