93 4.0 fuel pump runs with key off?

Alright so a few things I’m dealing with. I bought this truck not running supposedly the shop I bought it from had it running, they said it needed a fuel pump and injectors. It was sitting for like 20 years. Just put a new pump and injectors in it. The truck won’t start off the ignition key, it’s a manual transmission I’m thinking the safety switch on the clutch pedal is causing that? No big deal I jumped the solenoid with key on. The pump runs continuously even with key off, I tried swapping relays with the a/c relay and it still does the same thing. I noticed the fuel pump relay was getting hot so I’m assuming the contacts are stuck closed?
Only other thing I can think of is maybe it needs a new ecm?
Kinda not sure of where to start troubleshooting this?
The new pump is a Delphi unit.
Any help is greatly appreciated!
 
Should’ve probably posted in the fuel systems forum, not sure how to change that
 
Update I tested the relay and it seems good, I have no continuity across terminal 30 and 87 with the relay unplugged. So I don’t think it’s the relay causing the pump to run constantly
 
By passed the clutch safety switch and started it off the key, messed around with the connector on the fuel pump and finally got it to cycle and behave like it should. Truck runs now but check engine light is on and abs light as well as a list of other stuff that doesn’t seem to work lol but one thing at a time, I’ll pull codes and go from there
