Not necessarily. In my case the high idle was being told to open up fully on key-ignition from a faulty (toasted) ECU. Unplugging the IAC kept it closed and had it idle way down to barely being able to hold idle without quitting.
Also if you unplug the IAC and it idles way down instantly, it is most likely telling you that you don't have much (or any) vacuum leaks....
My truck would not start with the MAF disconnected, but that could be from the flakey ECU too. Haven't tried it now that everything is running fine again.
