91 power door locks

My power door locks dont work anymore, they used to be able to manually lock them but now they wont even move manually.

Im guessing the actuator froze?
 
The actuators may be shot, but it is more likely the section of the latch assembly that is responsible for locking/unlocking the doors is frozen. If the key is also stiff or inoperative that would confirm the latch assembly.
 
This just happened to me last week. How would you go by fixing this issue?
 
Well in the case of my Ranger and B2 that both have non to marginally functional power locks due to actuators I went about it by ignoring the problem because the actuators are $80 a piece and I need 5 of them.

In the Mustang only the hatch locks because the latches are frozen, so once the weather starts taking it's mood elevators against and stops giving us all four seasons in a single day I'll be getting new latches for it. But the Mustang is the home health mobile and is always loaded with medical supplies, so it needs to be able to lock.

There is a production split in 88 and both of my vehicles are from before the change. The early ones are more expensive.

I'm assuming that the latches are the same as the first gen latches, on the power door lock door latches there is a lever with a pivot external to the latch itself, I've had them freeze up on occasion, so you would need to pull the latch out of the door, free up the lever and reinstall. This lever doesn't exist on manual lock equipped trucks.
