i have 1990 b2 with a 2.9 and 5 speed and its 4x4....i got it for $350 but it won't start.the fuel pump makes no sound, there is no power on either side of the fuel cutoff switch(right side floorboard).the fuse(rely?...big green 30amp fuse looking thing) in the power dis box under hood has power.i can spray starting fluid in the tb and it will start and runs very good as long as i keep spraying.the shrader valve on the fuelrail has no psi.any ideas on what i can do?

You definitely have a fuel problem, did you check the fuel pump relay??

fuel pump relay, located near power box on passenger side, smack it with a ratchet a few times, they are finicky and like to stick, i buy LOTS of running rangers that all the sudden"need fuel pumps" for 250 or so and its usually the problem

Yes, fuel pump relay.

Small pic, but you can make it out

Where it says 'Front of Vehicle', that is actually the firewall. The front is towards the left

my wife is bringing me a relay when she gets off work today...so we will see if that does it.

A bad relay could still energize (clicking sound), but it doesn't mean the contacts inside have not been burned out. Test with a DVM to be sure, make sure you have power going in and coming out of the relay, for test purposes, you can make a jumper wire to test and see if you get the fuel pump to come on, but I would not leave or drive it like this.

Red and yellow should be your coil wires, when you test the yellow with a test light, you are actually supplying a ground to the coil thereby energizing it (making it go clickity click), the black/yellow IIRC should be your power in (from the distribution box) and the orange/white (power out) will go to your fuel pump. Look to see which wire is coming from your distribution box for the fuel pump fuse, and this will be your color going into the relay. I don't have the diagram handy otherwise I could tell you which is what. Someone may chime in with the schematic...

just took the pump out......very nasty.hooked the wires to the battery and nothing.looks like i need a fuel pump.

and i did replace the relay and nothing happened.that is why i am buying the pump.

Did you happen to check out your inertia switch? (inside cab on firewall, under the glove box) I believe there is a really good write up about it, and how, even if the button on top is set, or reset, it may not be sending power thru.

The click at the relay says it's trying to energize, but the inertia switch is between it and the fuel pump, in the circuit. You can bypass the inertia switch at the connector to quick test for failure.
