'89 B2 fuel pump relay, elec issues

I'm having a hell of a time trying to figure this out. Here's the problem I'm having: The fuel pump relay is brand new and works when connected directly to the battery (aubile click), multi-meter check of the connector says there is switched power at the right plugs. Also, I can jump the relay connector and get the pump going.
The background: Just bought the B2 and wouldnt pass smog, mechanics' said wiring issues (paid $200 for the exempt for the year and them not to do anything really). They weren't smart enough to figure out the hack job to pull codes with an analog multi-meter. A lot of the emissions stuff has been removed (egr, etc.). Codes I'm getting are 31, 87, 89 and 84.
Any info would be greatly appreciated

There's a full list of codes in the tech library.
 
inside your truck or broncoII on the inside fire wall theres a safety switch for roll over
or wreck to shut off fuel pump. its real close to the heater on passenger side inside firewall
try pushing the button on top if that doesnt work check the switch for continuity if its open circuit replace. i broke down no fuel pressure and this was the problem

Do you have proper grounding for the relay? You said you have power, but is it getting ground from the PCM?


Also, an 89 Bronco II shouldn't have EGR. Really the only emissions devices on it should be the carbon canister/evap system and the cat. Unless it's a California vehicle.
