Greetings. I have a new to me project that I picked up for a song, and am trying to get it running, I know it will be something simple. Hopefully

Im not getting fuel so I tried tracking the voltage back from the battery to the pump , here is what I found

1 ( not related, or is it?) tailights have a dim glow when key is on. light switch off

2. At the fuel pump relay I have full bat. power to lead. with connector disconnected, I have 6.4 volts at the two orange blue lines one going to the eca. one to the inertia switch.

3 Where is the ECA? and what is its job?

4.At the inertia switch which ohms out fine, and works manually ( i can physically trip it, and reset it) I get the same reading 6.4 volts on the lead coming in. When I jump it over to the line going to the pump, the voltage disappears.

5. I found two of the three ground wires at the battery negative side either cut or corroded ( to be fixed tomorrow), That doesnt explain the bleed through at the relay connector though


Any suggestions? Im wondering if this ECA or on the diagram "Electronic Control Assembly", if its shorting out inside somewhere, and bleeding backwards to the connector. I cant find anything as to its whereabouts though or tests for it.
 
ECA is the computer, located under the right side kick panel, under the dashboard.

There should be two wires coming off the negative battery post, one is large, one is small. The small one is the ground for the computer as well as the fuel pumps.
