88 ranger idle problem

hello i have an 88 ranger and the idle wont come down i basically rebuilt the motor and put it back and it idles at 1100 i have put in both temp sencors one for the gauge and the other and nothing also replaced the idle control motor and still high no codes show and there are no vacume leaks i can bring the idle down with the timing but its right were it is and if i use it to bring down the idie it stumbles when i give it gas.also the gauge still doesnt work if i ground the wire it goese all the way so the gauge and circut are fine and if i ground the casing for the sending unit it also works i have read all the other posts and tried all that they say but it still wont come down any ideas? thank you

was the timing set with the spout plug removed??

thank you for the reply and to answer you yes the plug was removed to set the timing i actualy work as a mechanic and bought this truck with a blown motor it got over heated and dropped a valve seat into the engine and broke the piston so it has one new piston new rings all and a new or used head wiyh a valve job done new valve stem seals the whole works but for some reason i cant get the idle down i have basically tried all i know along with the replies that you all have provided in the past and still no go i cant call it. thank you and i would appreciate any further replies.

Have you scoured the vacuum lines for leaks?
 
yes i did i even pluged aal at themanafold to be sure
 
pull the electrical connector from the IAC valve on the pass side of the manifold. If it still runs someone has buggered with the idle stop screw.

FWIW the stop screw should be almost touching the stop. you actually set these with an VOM or DMM on two of the leads: looking for about .6 volts stopped down +- .3 max. sorry I can't remember which 2 leads, but if you ground one lead of your meter to chassis, poke around the connector with a thin paperclip on a 10V scale until you see about a 1 volt signal. I think it is the middle wire
 
on that stop screw is that all the way in or out?because right now it is out all the way.
