it seems to idle fine then once put into gear the fuel pumps cut out but if i by pass the neutral switch on top of the tranny it doesnt cut out but doesnt have any power?????

check the fuel pressure. or...quick check for the FPR...pull the little vacuum line off the FPR....if..fuel dribbles out....the FPR is done, replace.
when was the last time the fuel filter was changed?

its got a new fuel pump and fuel filter ang the fuel pressure is good

Is the spout plug installed?
how is the compression? if good ....then look for vacuum leak.
Also make sure that the grounds and connections are good too.
Is it throwing any codes??
