85 2.3L Smoking compression help

Ok, I have an 85 2.3L with the following problems.

1. Uses coolant, see a lot of water out of exhaust, actually marks the car next to you if you gun it. Did a pressure test on the cooling system, leaks down pretty quick, but not fast enough to hear where the leak is.

2. Compression on all cylinders warm is around 125 to 135. Did an oil test too and the compression didn't go up.

3. Smokes grey white real bad, therefore it wont pass smog.

4. Removed exhaust manifold and found cylinder 4 exhaust port is sooty / black.

Took it to a local shop, guy just told me the engine is worn out on it. Compression seems fine, would run and idle fine. Just with it smoking it wont go through nevada smog.

Lost and confused, next step will be to take the head off and get it fluxed. Anything else I should look for. Dont want to put the 1300 bucks into a long block, since the truck running isn't worth 1200!...
 
Is it burning oil also? could need the valve stem seals changed. How many miles are on it?
 
It is burning oil, not excessive though. The miles are probaly around 140,000.
