Searching for answers I found this site
I have a 84 diesel that glow plugs are not working, the light inside comes on and goes off but no voltage is going to glow plugs any suggestions where to start trouble shooting?

Not a diesel guy but..... Find a fuse block diagram and make sure there isn't a fuse somewhere. Also I assume there should be a relay to trigger the glow plugs, try and find that. Best way to troubleshoot electrical is to start at the problem and chase it back until you find something not right( IE relay not working, signal wire to the relay not working etc)
 
There shouldn't be much to that circuit. I haven't dealt with that vehicle. There could be 2 fuses - one for controlling the relay/timer and one for the actual glowplug power. So you might have control power but no plug power. I would expect a timer and a relay. But they might be built together as one device.

The fact that your indicator comes on says that you have control power. If the indicator comes on for a period, then times out and turns off, then the timer part of the circuit is working. Then you just have to check the relay. Make sure it has input power. Make sure the timer signal is present to energize the relay. Then see if the relay output energizes. If not - bad timer. If it does energize, then bad connection somewhere between there and the glowplugs. I expect it's a bad relay or bad fuse. but, again, I haven't seen that wiring diagram.
 
I have checked fuse don’t know where relay is
 
I would expect it to be in the engine compartment. It should have at least 4 terminals.

12volts from battery
Ground
Control signal to turn it in and off
Output to the glow plugs.

Follow the glow plug wires back and you should find it.
