Can I remove the vacuum switches and the egr valve and still run ok on an 83 2.0 intake manifold

Sure. The engine will still run without any vacuum items in most cases and the EGR is mostly for reducing emissions.

Only problem comes from where you are and what the law requires. You should check that before taking any thing off because it can lead to fines etc.
