4WD Shift Module

I have a 92 Ranger that has not had the 4wd engaged for many years and now won't do anything. I get no lights or sounds when I press the 4wd buttons. I've gone through all of the testing in this article: http://www.therangerstation.com/tech_library/4wd_control_module.html and need some more help. Everything passes fine up through step 4b. After that, I have two things that are not happenng correctly - in step 4c, I am not getting low resistance on pin 4 (I am getting it on pin 6). Also, in step 5, I am not getting power in the orange wire going out of the control module to the shift motor. I checked the continuity of the wires between the madule and the connector at the motor and they are all fine. Even though I get a flashing red light when testing the control module, could it be that the module is bad anyway and not sending power out the orange wire?
