Must ask, why are you revving the engine that high in park? Why would you want/need it to go any faster when not actually mechanically linked to the rear wheels? Why does everyone who comes across this think that there is something wrong with their vehicle?
About the only thing I can think of is they are ricer parking lot racing. Sit in the parking lot of Sonic/DQ/Whatever and rev the engine to see who can sound the buzziest. I have seen it a few times around here.
At least the local Sonic burnout competition makes sense. Until you factor an that everyone doing it has an automatic and doesn't know how to use it. Seriously, I once beat out every diesel truck, camaro, mustang, and honda civic in town with a 92 2.3 Ranger just cause I knew how to work the clutch.
