4.0 Ranger hi-rev problem

Im working on a 4.0 ranger. Put new head gaskets on it. new intake gaskets. Put everything back together, but it revs up to about 2500 and stays there and doesnt go down. I have checked for leaks with carb cleaner and cannot find any. The computer isnt tripping any codes and i am scratching my head now.. any help would be appreciated. thanks
 
Is the throttle closeing all the way? Are ALL the lectric plugs plugged in properly? Is there a vac port open? Or a vac hose not installed? If all these are correct then go after the vac leak again... This really sounds like pilot error.
