4.0 OHV Oil Filter Adapter Movement

I just bought a great condition 94 4.0 and am replacing all fluids.

When pulling the oil filter, I noticed that there's some lateral movement in the oil filter adapter/stand. Is this normal?
 
It bolts onto the side of the block with a single bolt, basically a banjo bolt. Its got an arm that stops the housing from spinning in 1 direction. Even when torqued down, if you try hard enough, you can turn it the other way. They are usually loosened when removing over tightened oil filters. Tighten that bolt and dont over tighten the oil filter, it shouldnt move again.

From underneath, that whole area looks pretty tight. Is it possible to get a wrench on this bolt without taking the exhaust off?
