You could cut them down, It won't cause any issues. They cut pretty well with a miter saw. You will have to then modify the bumper brackets to get the bumpers to sit right.

Hockey pucks

No.

They can degrade, crumble and fall apart?

Everything does with time, throw in some new ones. Not like they're expensive.

yea you can cut them i would just make sure you cut the same amount off of each block so everything sits even.

Yea, I forgot to mention the punishment they take on the ice. 100mph slapshots that put them through safety glass and off steel(?) posts. Tough stuff.

ive known trucks that have hocky puck body lifts and never had a problem in fact im pretty sure my long body samurai is getting close to 10 years on them with no problems

Buy US-made pucks if you're insistent on doing so.

The fact that they are illegal should be enough to deter their use; unless your truck is inspected, it's probably not going to be caught.

Do it the right way. You can buy body lift pucks in 1,2,3" and some other odd sizes. Or you can do what I did. 60 dollars worth of 6061 Aluminum, (Im making solid body mounts with a .25" "bodylift" built in but the same idea for lift pucks, not all of the mounts are in the picture.)
