Malcolm:
"Flotation" tires were measure by diameter and width - so, 30x9.5s are 30" diameter, 9.5" wide. It would be 240/75R15 in metric speak. Smidgeon wider and taller than 235/75R15 (but you would have to have them side by side to notice). And 40 years after the nomenclature was introduced, we don't consider a 30x9.5R15 a "flotation" tire.
6.5 refers to rim width - the whole description would be 15 x 6.5J. But we know for a 15" tire the rim needs to be 15", and 99% of current automotive tires are J profile. So, just the width is listed as abbreviation. The size of rims you truck came with from factory will be on the federal sticker on door. If someone has replaced the rims...you will have to measure.
If your '95 Splash is a 4x4, Ford installed 31x10.5R15s stock (265/75R15s are within mm of same size). For 4x2, you'd be pushing it to go any larger than your current.
