302 V8 Overheat Problem?

I'm looking at this one guy's 1984 Ranger. It has the 302 V8 with C4 tranny. Motor has only 5,000 miles on it, same with tranny. 4 inches of suspension lift on 32s. He says the only issue with it is that it overheats..I haven't personally gone over to look at it yet, this is just from what he says. He said it has a brand new four core radiator in it and it still overheats..he said a body lift would fix this overheat problem (how it would, I'm not sure). But what other things would cause it to overheat, besides it being a tight fit? Would putting an electric fan and putting the bodly lift on it help any? Thanks everyone.
 
Not sure... and this would be offroading only, with some highway driving to get to wheeling spots.

EDIT: Reread what you wrote..I'm not sure if it overheats just in city driving or all the time...I'll ask the guy.

could be almost anything, from head gaskets on wrong to too small of a radiator, thermostat, anything. i doubt a body lift would make it any better, especially in the city. sounds like a bigger problem, but who knows?
