2010 Ford Ranger camber non adjustable?

My son bought a demo 2010 4x2 Ranger used (14,000 miles) and looked to be in great shape when he bought it 8 months ago. One of the front tires was wearing the inside edge out.....shitty Continental Conitracs. He takes it in for a routine alignment and the service advisor told him the camber is non adjustable unless they install 2 NPA Alignment cams and then it will be fully adjustable. I know little or nothing about suspensions.
$170 for an alignment and not under warranty because it was beyond the "adjustment mileage" period. If it was like this from the factory and I would say it was like this from Day 1, why the charge? No damage, the truck wasn't pulling to one side and drove nice except for the tire wear. The mechanic who did the work says he does this all the time on alignments for late model Rangers.
He had a coupon for a $49.95 alignment special and then it becomes $170.
The dealership told him normal maintanence items are not warranteed but this is over the top.

Been that way since 1998 for the ranger, and 95-02 for the explorer. They come from the factory with pre set non adjustable camber/caster shims.

Since it is used, you've really got no idea how it was driven or if it was like that from the factory unfortunately. You could crank a pot hole hard and knock it out of adjustment, that isn't Ford's fault.

Kind of takes the confidence out buying a Ford Certified used car.
 
Buy the alignment cams and install them yourself. If I remember correctly, all they are is just the bolts holding the top control arm on the frame. The go get an alignment at an independent shop. That's what I'd do.
