2003 Ranger question

I just bought a 03 Ranger XLT 3.0 flex. It has only 35,000 on it. My question is when I took it out to see what she would do I found that the truck would stop speeding up at about 85mph. It would start to run rough and stay at that speed. Going below 85 or so all was good again. No fault lights or codes. Is the computer on these trucks set to do this by Ford?? Or do I have another issue? Thanx for your time
 
Factory speed limiter.
 
If it is a factory setting in the PCM that sounds very dangerous to limit the speed of a vehicle! Is there a way around this? I went to pass 2 cars on a two lane highway last nite and was slowed by this function. That was kinda scary! Any links to solving this issue would be greatly appreciated!
 
I also thing that is a little slow to limit, most are close or over 100. Do like Mark suggests, lots of links on Google with the same question/answer.

My 99 would hit the limiter at about 90 --95mph but it didnt get ruff running, the control unit just pulled the timing back so it just wouldnt go any faster, was still smooth, 35k has it had a service on the engine yet
