2003 Ranger-Loud vibration/rattle at above 70MPH

Daughter has 03 ranger, when traveling above 70 starts enormously loud rattle coming from behind glove box.
removed several panels including defrost cover. This rattle is so loud you cannot talk over it. sounds like vibrating against heater duct work and vibrating against plastic but cannot locate. NO vibration felt on any of the ductwork plastic. Took to Garage that works on many fords, they heard it and are baffled as well. They think it is a air vibration vs some resonant vibration causing it. it is coming from around the vented cowl ( cover the wiper mechanism) just below the windshield. from the inside you can feel the vibration on the windshield and the metal mount around windshield bottom ( part of cowl)
Anyone ever experieince this. Garage said they could not figure it out.
