2003 Ford Ranger | No Start | OBD II Not Working | Dropped Screw In Fuel Tube

I have a 2003 Ford Ranger with pretty low mileage (80k) and it was given to me after someone had passed away. Before then, the truck had been sitting for 2 or 3 years, as he couldn't drive it. When I got the truck I got a fuel pump, fuel filter, but I never drained the fuel (1/2 Tank) and I tried adding 5 gal. of premium and a can of seafoam to at least try and get it started with the bad fuel. I can see that the fuel is making it past the filter, because when I pulled the filter to replace it, gas came out of both ends. The truck has compression, spark, and seems to be getting fuel, but it won't start, a couple days ago I started changing out the spark plugs, I have the driver side replaced so far, and I'm doing the passenger side today, even though all the plugs I've pulled so far seem to be alright. The second issue is, neither the radio or the OBD II port work, I'm going to check the fuses today, but if they aren't blown what could be the cause? The battery also seems to go dead relatively quickly even if I'm not messing with it. Also, when I was trying to put the fuel tube back onto the bed I dropped a screw down the fuel tube, and what would be the best way to get it out?
 
A. 3 year old fuel is now varnish and full of water, get it out...
B. A screw in the tank isn't likely to cause a problem, it wont make it past the pre filter on the fuel pump...
C. If the battery was sitting in the truck its also guaranteed to be junk....
D. Fuse could be blown but cars that sit are also notorious for having rodents eat the wiring...
F. With fuel sitting in it you may need to do some extra cleaning to the fuel system like remove and clean the injectors.

A. What is going to be the easiest way to get the old fuel out (if you know)
B. I'm guessing for a new screw all I need to do is go pull it from a junkyard.
C. I guess I'll save up for a new battery
D. I haven't noticed any signs of rodents, almost everything looks good wiring wise
E. Are the injectors hard to take off or fairly simple
 
Figure out the problem with no power to the OBDII port first. That may be the root of your no start or at least once it's working you can perform some diagnostics.
While I agree with @Dirtman on the old fuel, all other things working, the engine should at least sputter and try to run. Have you tried using a little starting fluid?

C. Yes, you're going to need one.
D. Rodents are pretty sneaky. Just because you don't see any surface evidence, doesn't mean they have taken up home under the dash somewhere.
E. Easier than some, harder than others. Not knowing your skill level, it's not an easy answer.

What part of Florida are you in?

Im in central florida in Volusia county. I'm 15 so I'm just learning as I go. I can't buy starting fluid myself, but I can try and get some. Thanks for the help.
 
If you were a little closer, I might have tried to give you a hand, but that's a stretch. I applaud your efforts at 15 though. There's a lot of 15-year-olds that wouldn't even try.
