20 Psi oil pressure in my 2.8! HELP

I have an 84 B2 . I rebuilt the motor with new journal bearings that all had good clearnces. The rocker arm shafts were worn so I replaced them. It has a new oil pump (not HV) and I am still only getting 20 psi and basically no oil to the top end. The motor is actually from a 78 Mustang v6. Before I tore the motor down there was a pickup tube in there that was obviously not the original because the mounting tabs that mount to the journal were not connected. It was a wonder the tabs were not slapping aginst the rods. But the top end was getting oil even with the worn rocker arms. I put a p/u tube in for a 84 2.8 and it seemed like it should work. However the screen part is right behind the baffle in the pan. Could that be causing it to cavitate? The limits on my aggrivaion are just about there with this truck. Any feedback would be appreciated.
 
I'm not entirely 100% on what you're saying, but if the motor came out of a 78 mustang, why not get the pickup tube for the 78 mustang?
