2 Noob Questions. Rear bumper and X member

My Ranger has been hack repaired in the frame rails. The bed is on but, out of level . Thats no big deal, I'll get to it The rear Bumper is bolted to the bottom flange . That isn't right, is it? Also shouldn't there be some sort of rear cross member at end of the frame?
