2.9 Gas Mileage?

I have a 1988 4x4 5-speed Ranger longbed regular cab truck. I had the engine rebuilt because of cracked heads. Took the engine to a local rebuild shop. Have had work done there before, great place. After going through normal insertion problems I noticed my gas mileage has dropped. What is the normal mileage for this truck? The computer has no error codes. The truck runs great, except when it is cold it acts like it wants to cut off easily when put in gear. It will act like it is being pushed on in spurts while on the road. I sometimes smell light odor of gas while driving also, but no leaks found. If you have any idea what is the problem I would greatly apreciate it. Thanks.:)

I have had about 4, one gets 21, one gets 15, one gets around 18 and the other, well, i wont mention what it gets.

I would expect 17-20 depening on your driving. More on the highway, mine has gotten 24 on the highway before on a roadtrip
 
I get approximately 12-17 around the house, and 18-22 on trips to the beach. So it is sorta normal. Any suggestions on the cold engine problem?
 
12 is on the low side, but it could be running rich, always in cold start up rich mode, did you put a new ECT in it when it was rebuilt?

Have you pulled the codes?
 
Where is it located? At the front of the intake? I replaced 2 temp sensors at this location, but do not remeber. One sensor was the temp sending unit, and the other was...I don't know?
