Howdy!

The fuel pump relay is not kicking on.

The voltage to it is very low, but it doesn't seem to be "grounding" through pin 22 on the ECM

When we ran a direct line from the batt it worked; fuel pump turned on and we can start the motor.

Also, we can't find the STAR connector to do more tests.

Thanks for any advice. Is this a computer issue?

I would check the fuseable link from the starter relay to the fuel pump relay. They can be bad and not look like there is anything wrong.
Try grounding the truck side of pin 22 to the battery and see what happens. Check the resistance of the grounds for the computer. Pins 20,40,49 and 60

I did the coil/tfi tests that are in the TRS technical library and found the distributor module was bad on my '89 2.9l efi Ranger--I replaced it & the elect. fuel pump started working again. BUT, like flat toy said...always check the cheapest-to-replace things first (like fusable links). And don't skip any procedures or steps while doing the tests (I used a Volt/Ohm Meter and a test light). Also, my battery was four years old and the engine was turning over nearly as fast as the new battery did which caused less voltage to get to the modules through 19 yr. old wires & connectors. Nuff said.
