Yes pin 46 is a signal return. I did find out that it does ground internally through pins 40 and 60. I also seem to have found that the neutral sense switch was the culprit. The factory used liquid tape on the top of the sensor to seal the two terminals for the wires. It had deteriorated and the two wires were touching causing pin 46 to get 11v and 13 when the clutch was depressed. Far over the 5v it should be getting.
