2.3 4cylinder will not start

en I was driving down the road my truck made a really loud pop noise then it back fired. Everybody kept telling me my timing jumped. My belt seems to be fine but my cam pully won't turn. If somebody can give me answers that would be appreiciated, thanks.
 
Belt might look OK up where it goes around the cam sprocket but be broke or have striped teeth down below. Need to remove the belt guard for a closer look. Good luck.
 
If cam pulley WON'T turn even by hand then you have a valve train issue.

If Cam pulley is NOT turning when engine is cranking then either belt is broke or woodruff key on crank gear(pulley) is sheared off.
 
The belt seems to be fine it almost fired then the belt stopped moving
 
Woodruff key is sheared off then, if belt stops moving but starter motor/crank is still turning.

It could be "catching" every once in awhile which would turn the belt a bit

As said remove the belt cover to see the situation better
