1999 to 1998 cab swap issues

I Bought a 1998 roll-over ranger and a clean 1999 cab to replace the rolled one. There was no keys for the 1999 cab and no title(so getting keys made for it will be tough, if not impossible) so I swapped out the steering column and the only thing I get when I turn the key over is the anti-theft light flashing fast. I know that 1999 was the year they swapped the ranger over to the anti theft.
Anyone have any ideas on how I can get this thing back on the road for cheap?
 
I have swapped a few 98 up cabs. The trick is you need everything from the 98. The engine computer and gem for sure but you may also need to swap the remote anti theft module. With out knowing more details about both trucks thats about as much as I can say. You may also have to swap the underhood harness due to the fact that 98's have crash sensors on the radiator support and 99's have a crash sensor built into the air bag controller under the console.
