1997 Ranger 4.0 Oxygen Sensor Code Help!

I am fixing up a 1997 Ford Ranger, 4.0, automatic, for my daughter.

I have the following engine codes:
P0135 O2 Sensor Heater, Bank 1 Sensor 1
P0141 O2 Sensor Heater, Bank 1 Sensor 2
P0155 O2 Sensor Heater, Bank 2 Sensor 1

The sensors have been replaced in the past year. I took it to a shop where they suggested replacing the ECM, picked one up at the junk yard, same issue.

The truck runs good, I need to get it through emissions.

Any suggestions where to start?

First thing to check is Fuse 20 in the under hood fuse box. It is a 15 amp fuse for the heated oxygen sensors.
 
Thanks for the help! Of the few mechanics i know who think they know alot about cars, no one mentioned the fuse. One of them even hooked it up to his scanner. My daughter is stopping by tomorrow morning, I will let you know what happens.

I had checked out the harnesses, followed them back behind the engine to the big harness, everything looks good.
 
My daughter came over Sunday to watch the Bears loose. The HEGO fuse was blown!
I changed it, I didnt have a chance to clear the codes, will do it this weekend and see what happens! Now I have to work on a transmission code!
