1997 4.0 skipping and puffing black smoke

i turn the key on and the fuel pump relay and wot a/c relay click real fast then i can start it and it skips and pops some times it starts up and revs up to 3000 rpm and sits there and some time it starts and runs fine can anyone help me someone told me its the ecu:annoyed:
