2.3L ('83-'97) 1997 2.3l starting issues

My 1997 2.3 l has had a complete tune up. plugs,wires ,coil packs and new gas filter. it has a starting issues. takes several tries then it runs like a brand new clock. The EVAP PURGE VALVE was disconected with vacuum cap on throttle body tube. No help. Replaced PCV valve. No help. Would the fuel pressure regulator control or fuel pump itself cause hard start, then run great. Any ideas are appreciated. Thanks Dale
