1994 ranger possible transfer case fail? help

Ok heres the deal...new to the forums and need help.
Ive got a 94 ranger 4.0 4x4 5speed
Just got the truck and it acts like its stuck in low gear. The transfer case.motor works and ive even gone as far as removing it to.make sure transfer is in 2hi
Problem is the truck still acts like its in low range. Max s0eed is about 45 mphin 5th gear.
I dont know whats going on any ideas?
 
I know it's unlikely but could someone have not mentioned putting really low gears in along with small tires? Something like 5.13s along with "stock size" 215-70-14 tires?

Maybe it is even lower than it is now, lol.
 
Thanks for the insight. Put it in 4lo and matched rpms and speed of 2hi exactly. So new transfer case it is. Unless i can jerry rig it into 2hi
 
Ive tested the shift motor it is working. The transfer case can be shifted from 4hi to 4lo etc. But the only difference between 4 lo and 2 hi is the fact that the front wheels pull. Meaning exact same gear ratio. Im thinking new transfer case. Maybe a broken shift fork internal to the transfer case thats not allowimg it to leave low range. Didnt feel like pulling the transfer caee but looks like i have no other option...unless i just drive in low range everywherr i go....
 
1990-2004 Ranger and BII 4x4s had the BW1354 transfer case, if you need parts or look for a replacement

Engine, body style or transmission didn't matter, all had the BW1354, it came in electric shift and Manual shift versions
 
Wabbout shifting to 4 high and unlocking the hubs ? 4 high with the front free wheeling = 2high :D

I run 4 high with the hubs unlocked in the winter, or when I go to the beach The Rat came to me with a missing shift motor. I highlighted the marks on the case for the modes and the correct angle that points in white enamel. I have a small needle nose Vise-Grip clamped on the shaft , tethered on a wire in case it pops off. Sometimes when I shift this rig, it wont go into 4 high until I back up. It should lock into 4 low and 2 high , 4 high has no detent and takes a little fiddling and then the pliers are snubbed into the round thingy. Is the case full of Mercon? I would check the level .
