1990 heads on 1986 block?

Both from 2.9l, then yes they will, they are better heads as well, the '89 and up heads had stronger casting.

Good read here on 2.9l: http://www.therangerstation.com/tech_library/2_9_Page.shtml

The '86 valve cover may tend to leak on the '90 heads, however if you straighten the edges of the valve covers(so they are flat again) and use a cork gasket(I like cork, some like rubber, your choice), you should be OK, don't over tighten them, that cause the thin metal to bow and leak
