1986 ford ranger no 4x4

Have an 86 ford ranger and the 4x4 wont work at all. Has the overhead 4x4 switch dont even know where to start anything would be helpful. I know it is getting power because the lights come on when you turn the headlights on but wont engage into 4x4 not sure if it the switch itself or actuator motor on t case

Does it have manual hubs? If so, have you engaged them?
