1984 Brake Pedal noise and Emergency brake question

I recently picked up a 1984 Ranger and have a few questions about the Brakes.

1. When I press the brake pedal I get a very loud click noise. It is only at the top of the "action" and happens every time the brake is pressed. I looked back under the dash and it appears it is catching on something. I also did not see a way to remove the brake pedal assembly. Any thoughts or advice would be appreciated.

2. The emergency brake does not work. I have not crawled under the truck to look at the line yet. I did notice when I was looking at the pedals (above) their is at least a cable attached to the interior pedal. I am assuming it is cut under the vehicle or disconnected from the drums. Now I was just looking on the internet and there seems to be different brake cables depending on the axle and the manufacture date. Is this correct? I also noticed there are front and rear cables. Am I looking at the wrong thing?
 
Ok..I figured out that the emergency brake and cable are intact and in place. Looks like I will need to take the brake drums off and make sure they are connected.

After further investigation of the clunking noise it sounds like it is coming from inside the master cylinder from the rod that slides in and out. How hard is it to replace the master cylinder on a non power assisted brake system?
 
First question. Does the noise occur when not rolling. If it occurs every time, then maybe something getting caught. If it only occurs when rolling I would suspect something different.
 
It happens when moving and when stopped. It happens most of the time when you push the pedal. Every once in a while it operates just fine. I can feel it catching on something. I originally suspected the brake pedal but like I said I now think it is at the end of the rod the brake pedal pushes into the master cylinder.
