1983 ranger 2.8l TPS voltages

Hi I am looking for the output voltages from the TPS to the ECM I get a code 23 and .8v in the closed position with 5v supply to the TPS. The EVP is putting out .4v closed with 5v in KOEO am I worrying over nothing tks Kim
