Can you, yes.
Should you, no.
This will give you a very easy to blow bead, and an 8" rim is a much better fit. If it's being done for a spare or temporary giv'r but if it's gonna be a regular use item I'd get a narrower rim or wider tire.

An 8 inch rim will also give you more height too. the tire will be taller and not lower and streched out.

A 31-10.50-15 looks and fits perfect on a 15x8 rim. That's what I'm running, check out my truck to see some pics if you want.
