03 ranger no tails or cluster

Hello I have an 03 ranger 3.0 auto. My tail lights went out as well as the cluster lights I checked the fuses and all were good except I have ground on one side of the fuse #33 and power on the other. I tested it without the fuse in with my probe and same thing but when I put power the tails come back on any suggestions to what it may be?
