I had a 2010 2.3 swapped into my 03 ranger. It seems to run good but is throwing a P2195 code and he can’t figure it out. He has checked literally everything with no luck. He thinks since the reman long block part numbers are different that they aren’t compatible. Any ideas? Thanks!

Pinched wire or vacuum leak seems likely after an engine swap.

He’s checked for pinched wires and for a vacuum leak with brake cleaner and a done a smoke test. Is there any reason the 10 block won’t work in the 03?

Is the intake manifold, intake tube, and all that stuff off the original 2003 engine? There is no difference in the block or head, but the intake manifold and MAF sensor are different between the two. The ECMs are also very different so you can't run a 2010 engine with a 2003 ECM or vice versa. But if all you changed was the actual long block and none of the wiring, intake, or sensors, then it is absolutely compatible.

Would the adaptive values for fuel trim need to be reset?

block and head were the only things he used from the 10. He even swapped over the 03 valve cover, but that shouldn’t matter should it?

Nope if that's all he swapped there is no difference. It's a vacuum leak, bad o2 sensor, bad wire, or failing fuel pump. Like @fastpakr said with engine swaps its almost always a broken wire/connection or a vacuum leak from a poor seal or hose not connected.
