Frame to Engine Ground

Hi all, i just buy a 90 v6 2.9l Ranger, The truck sleep for over 1 years now, motor turn great, no cracking . But when i drive it, the truck dont really whant to go over 3000 rpm. So i change the cap, all the wirring, also change the batterie to frame ground. But dont change anything.

I have take a look a the frame to engine ground, and its look pretty bad, but i dont know where its go on the engine. I whant to change it but i need to know where the best place to put it.

typically it runs to the block on the passenger side, where there is a bolt boss, already drilled and taped. Thinking mine is between the motor mount and the oil filter housing....somewhere in that area.

have you changed the fuel filter?? and fresh gas? seeeing as it has sat that long.
