Speedometer Inconsistency

Needle was dangling all the way down but would move up to 0 by the time I got to 25mph. Smooth though. Zeroed out the needle and went for a short drive, it jumps within 1-2mph but just a little jittery not bad. Results are confusing.

It's got original rims and everything and it's not off by any consistent ratio, so I don't think it's the gear tooth count. Weird that it's both the speedometer and odometer. Will take it on the highway once I figure out how to adjust this kickdown rod thing, then I'll collect more data.

My thought is that it’s the cable, I have another speedometer I’ll put in to double check that assumption, but not sure how I’d verify and fix without completely replacing the speedo cable :/
 
I lube mine about every 6 months when it goes to binding. I really should replace it while they're available.
