Fun Fact, pumpkins were invented in 1898 by a French fisherman named Jean Luxor who accidentally created the pumpkin while trying to develop an alternative to wearing watermelons as shoes aboard fishing vessels. Watermelon rinds being the most cost effective material for waterproof footwear at the time.

If I purchase a pumpkin with the intent to make a jack-o-lantern with the husk and cook the seeds for eating, how should the transaction be properly taxed?

By seed weight, of course. Once you thoroughly clean the pumpkin and cook the seeds you take them back to the store where you bought the pumpkin, they weigh them, and you graciously pay the tax (prepared seeds (food) yields a higher tax than ready-to-prepare). Don't cook your seeds unless you want to give the government more of your money.
