Looks at those sexy tail lights with those classic rims, a pair of neon sweat pants and flashy shirt and you'd be king of 1989.
No, but that's a good idea. Never thought of that before. I've been out of town for the last week and my F150 (it was sitting) took a bit for the tires to feel "right" again.

The little scoops on the sides of the bumper, where they a special option? I saw a two eyed GT in the JY yesterday and it didn't have them.

They were standard on all 87-93 GT's. There were some body kits (I think Cervini made the most popular kit) that replace that panel and make it flat, but they usually go with an entire kit. They did have some cheaper kits that just replaced the side skirts and moldings, like this:
