XL trim tire sizing difference

Why did the '93-'99 XL models have 195/70-14 tires as opposed to regular 225/70-14 tires? I understand using the steelies, but why the very tiny tires? I presume to save costs? As it seemed most of the XL's were used in fleet service, judging from the vinyl floors and bench seat from hell.
(Personal experience, we have a '97 XL truck at work, sitting for a few hours on end in that truck is murder. Will discuss that in another topic sometime though...)
 
They are cheaper and get better milage.

They make up the difference in tire with different gears so as far as the engine knows it is all the same. But with less rotational mass better milage results.

If you wanna see stupid looking, my '02 XLT 4x4 F-150 came with 235/70-16's... looked like a hippo on a roller skate.
